«одна из составляющих (другая — капитал оборотный) производительного капитала, полностью и многократно используемая в производстве товара, переносящая свою стоимость на новый продукт по частям в течение длительного срока и возвращаемая предпринимателю в денежной форме также по частям»[1].Часто это понятие трактуется так: О.к. -материальные активы, используемые в деятельности фирмы, однако при нормальном течении событий не предназначенные для потребления или превращения в денежную наличность. Термины О.к. и О.ф. относятся к принадлежащим фирме или иному экономическому объекту материально-вещественным ценностям, действующим в течение длительного времени. Это: здания, сооружения, машины, оборудование и транспортные средства, рабочий и продуктивный скот и др. В ходе экономических реформ в России к этому перечню начинает присоединяться и земля (стоимость которой прежде не учитывалась при оценке основных фондов). О.ф. разделяются на производственные и непроизводственные. О.ф. в денежном выражении — основные средства. Срок службы О.ф. определяет скорость их оборота и норму (процент) их ежегодного выбытия — элемент ряда динамических моделей экономики. См. 1. Материальные активы, которые используются компанией для производства или поставки товаров и услуг, сдачи в аренду другим компаниям или для административных целей и которые предполагается использовать в течение более чем одного периода.
2. Внеоборотные активы, имеющие материальную форму и единовременно отвечающие следующим условиям (п. 4 ПБУ 6/01):
а) используются в производстве продукции при выполнении работ или оказании услуг либо для управленческих нужд организации;
б) используются в течение длительного времени, т. е. срока полезного использования, продолжительностью свыше 12 месяцев или обычного операционного цикла, если он превышает 12 месяцев;
в) организацией не предполагается последующая перепродажа данных активов;
г) способность приносить организации экономические выгоды (доход) в будущем.

Активы, принятые к бухгалтерскому учету в качестве средств труда и эксплуатируемые в неизменной натуральной форме при производстве и реализации продукта, в управленческой, социальной и др. сферах деятельности в течение срока полезного действия, обусловленного их технико-экономическими характеристиками. В международной финансовой отчетности О.с. — «имущество (прежде всего земля), и все прикрепленное к земле (включая заводы и растения), и оборудование». Иными словами, материальные (иногда, неправильно, —осязаемые) активы находятся в распоряжении предприятия для использования в производстве, либо при поставках товаров или оказании услуг, для сдачи в аренду или для административных целей, а также рассчитаны на использование в течение более чем одного учетного периода. В российском бухгалтерском учете О.с. — часть имущества, используемого при производстве продукции, выполнении работ или оказании услуг либо для управления организацией в течение периода, превышающего 12 месяцев, а также стоимость, определяемая законом.
